Kino gegen Austerität

Liebe Mitstreiter*innen,

im Rahmen der Kampagne „International solidarisch – Schluss mit Austerität!“ veranstalten wir ein Filmseminar als Freiluftkino am Philosophenturm der Uni Hamburg (Von-Melle-Park 6), bei dem wir mit Filmen rund um das Thema Austerität vs. Solidarität die internationale, kulturelle und historische Bedeutung des Bruchs mit dem Neoliberalismus reflektieren wollen. Bei schlechtem Wetter bauen wir unser Kino unter dem Dach neben dem Rechtshaus auf (Schlüterstraße 28).

Bei der nächsten Vorstellung am Mittwoch, den 2. August 2023, ab 21 Uhr schauen und diskutieren wir zusammen den Spielfilm „The Fog of Peace“ von Joel Stängle aus dem Jahr 2020. Der Film wird im spanischen Originalton (erstmalig) mit deutschen Untertiteln gezeigt. Wir beginnen wie immer mit einer kurzen Einführung zum Film und im Anschluss wird es wieder Gelegenheit zur Diskussion geben.

Näheres zum Film:
Können Kriege durch Verhandlungen beendet werden? Gemäß der verbreiteten Anschauung, dass sich in bewaffneten Konflikten zwei Parteien gegenüberstünden, die ausschließlich die militärische Vernichtung der jeweiligen Gegenseite als Resultat akzeptierten, selbstverständlich nicht. Diese Betrachtung folgt jedoch der Logik einer Kriegspartei, die an der Beendigung der Waffengewalt gar nicht interessiert ist. Die komplexe Realität von Konflikten sieht meist anders aus.

Stets gibt es auf beiden Seiten Akteure, die mit den Kriegshandlungen Interessen verfolgen, die einander nicht prinzipiell ausschließen müssen, und die deswegen durchaus an einer friedlichen Lösung interessiert sein können.

Die Kunst des Verhandelns besteht genau darin, diese Kräfte auf beiden Seiten zu identifizieren, zusammenzuführen und ihre divergierenden Interessen in ein für beide Seiten akzeptables Verhältnis zueinander bringen. So lässt sich auf allen Seiten ein gesellschaftliches Kräfteverhältnis herausbilden, bei dem die an der zivilen Entwicklung interessierten Kräfte neu dominieren gegenüber jenen, die vom gewaltförmigen Konfliktaustrag profitieren. Voraussetzung dafür ist, dass relevante Teile der zivilen Öffentlichkeit die Notwendigkeit einer solchen Perspektive engagiert artikulieren.

Eindrucksvollster Beleg der jüngeren Zeit für das widerspruchsreiche Gelingen eines solchen Prozesses ist das 2016 verhandelte Friedensabkommen zur Beendigung des über 50 Jahre währenden Bürgerkriegs in Kolumbien, der bis dahin mehr als 200.000 Menschen das Leben gekostet hat und die große Mehrzahl der Bevölkerung des eigentlich reichen Landes auf zutiefst inhumane Weise ihrer enormen Entwicklungsmöglichkeiten beraubte.

Unter dem Eindruck des gewachsenen Unmutes in der Bevölkerung über die stete Zuspitzung der tagtäglichen Gewalt und eine tiefgreifende gesellschaftliche Perspektivlosigkeit, ist es auf Initiative der kubanischen und der norwegischen Regierung gelungen, die maßgeblichen Vertreter:innen der kriegführenden Parteien an einen Tisch zu bringen.

In endlosen Gesprächsrunden rangen Entsandte der Führung der sozialrevolutionären FARC-Guerilla sowie der kolumbianischen Regierung unter dem nationalkonservativen Präsidenten Juan M. Santos in einem kubanischen Hotelkomplex über mehrere Monate um die Formulierung eines Friedensvertrags, während im Land selbst die bewaffneten Auseinandersetzungen weitergingen. Die durch ein fragwürdiges Amnestie-Gesetz von 2006 offiziell entwaffneten paramilitärischen Verbände der ultrareaktionären AUC, jahrelang finanziert durch einflussreiche kolumbianische Großgrundbesitzer, US-Geheimdienste und lokale Drogenkartelle, zumeist geschützt durch Armee und Behörden der Vorgängerregierungen und verantwortlich für über 80% der Todesopfer des Konflikts, waren von den Verhandlungen ausgeschlossen, ließen jedoch keine Gelegenheit ungenutzt, um die Annäherung der Verhandlungsparteien durch neuerliche Gewalteskalationen zu torpedieren. Gegen alle Störmanöver, mitunter gar aus den „eigenen Reihen“, gelang den Verhandler:innen dennoch eine Einigung von historischer Bedeutung.

Sie umfasst u.a. eine Bodenreform zugunsten der verarmten Kleinbauern zur Bekämpfung der enormen sozialen Ungleichheit (die eigentliche Ursache des Konflikts – noch immer besitzen 0,4% der Bevölkerung 67% der Anbauflächen des Landes während sich 84% der Bauern 4% der Fläche teilen müssen), den sozialen, rechtlichen und physischen Schutz von diskriminierten Bevölkerungsgruppen aller Art, die gemeinsame Bekämpfung des Drogenhandels, die Entschädigung aller Opfer des Konflikts, die politische Repräsentanz der FARC im Gegenzug zu ihrer vollständigen, durch die UN kontrollierten Entwaffnung sowie vor allem eine Sondergerichtsbarkeit zur Aufarbeitung der Kriegsverbrechen.

Der Film dokumentiert das beispielgebend kluge und mutige Engagement für diesen Friedensprozess, indem er zwei Protagonisten der FARC bei ihren Verhandlungs- und Aufklärungsaktivitäten begleitet. Der „Nebel des Friedens“ beschreibt dabei die stete Umkämpftheit dieses Entwicklungspfades, denn sein Gelingen hängt ganz entscheidend vom staatlichen und zivilgesellschaftlichen Wirken für die Überwindung der Konfliktursachen ab.

Der Film belegt damit auch, dass zivile Konfliktlösung mit naivem Kamillentee-Pazifismus nichts zu tun hat. Sie ist der beherzte Kampf für die einzig realistische, gesellschaftliche Perspektive: ein menschenwürdiges Leben für Alle. Von der Mehrzahl, durch die Mehrzahl, für die Mehrzahl. Das lässt sich lernen. Es ist höchste Zeit.

As part of the campaign „International solidarity – end austerity!“ we are organising a film seminar as an open-air cinema at the Philosophenturm of the University of Hamburg (Von-Melle-Park 6), where we want to reflect on the international, cultural and historical significance of the break with neoliberalism with films around the subject of austerity vs. solidarity. In case of bad weather, we will set up our cinema under the roof next to the Rechtshaus (Schlüterstraße 28).

At the next screening on Wednesday, 2 August 2023, starting at 9 p.m., we will watch and discuss together the feature film „The Fog of Peace“ by Joel Stängle from 2020. The film will be shown in the Spanish original language and (for the first time) with German subtitles. As always, we will start with a short introduction to the film and afterwards there will again be an opportunity for discussion.

Can wars be ended through negotiations? Of course not, according to the widespread view that in armed conflicts there are two parties facing each other who only accept the military destruction of the other side as the result. However, this view follows the logic of a warring party that is not at all interested in ending armed violence. The complex reality of conflicts usually looks different.
There are always actors on both sides who pursue interests with the acts of war that do not have to exclude each other in principle, and who can therefore absolutely be interested in a peaceful solution.
The art of negotiation consists precisely in identifying these forces on both sides, bringing them together and bringing their divergent interests into a relationship acceptable to both sides. In this way, a social balance of power can be established on all sides, in which the forces interested in civil development newly dominate over those that profit from upkeeping the violent conflicts. The prerequisite for this is that relevant sections of the civilian public articulate the necessity of such a perspective in a committed manner.
The most impressive recent example of the contradictory success of such a process is the peace agreement negotiated in 2016 to end the civil war in Colombia, which had lasted more than 50 years and had by then cost the lives of more than 200,000 people and deprived the vast majority of the population of an actually rich country of their enormous development opportunities in a deeply inhumane way.
Under the impression of growing discontent among the population over the constant escalation of daily violence and a profound lack of prospects in society, the Cuban and Norwegian governments have succeeded in bringing the key representatives of the warring parties together at one table.
In endless rounds of talks, delegates from the leadership of the social revolutionary FARC guerrillas and the Colombian government under the national conservative President Juan M. Santos struggled over several months in a Cuban hotel complex to formulate a peace treaty, while in the country itself the armed conflicts continued. The paramilitary groups of the ultra-reactionary AUC, officially disarmed by a questionable amnesty law of 2006, financed for years by influential Colombian landowners, US secret services and local drug cartels, mostly protected by the army and authorities of the previous governments and responsible for more than 80% of the deaths in the conflict, were excluded from the negotiations, but did not miss a single opportunity to torpedo the rapprochement of the negotiating parties by renewed escalations of violence. In the face of all disruptive manoeuvres, sometimes even from their „own ranks“, the negotiators nevertheless succeeded in reaching an agreement of historic significance.
It includes, among other things a land reform in favour of impoverished small farmers to combat the enormous social inequality (the real cause of the conflict – still 0.4% of the population own 67% of the country’s arable land while 84% of the farmers have to share 4% of the land), the social, legal and physical protection of discriminated population groups of all kinds, the joint fight against drug trafficking, compensation for all victims, the political representation of the FARC in return for their complete rejection, legal and physical protection of discriminated population groups of all kinds, the joint fight against drug trafficking, compensation for all victims of the conflict, the political representation of the FARC in return for their complete disarmament controlled by the UN and, above all, a special jurisdiction to deal with the war crimes.
The film documents the exemplary wise and courageous commitment to this peace process by accompanying two protagonists of the FARC in their negotiation and clarification activities. The “Fog of Peace“ describes the constant struggle of this development path, because its success depends decisively on the work of the state and civil society to overcome the causes of the conflict.
The film also proves that civil conflict resolution has nothing to do with naïve camomile tea pacifism. It is the courageous struggle for the only realistic social perspective: a dignified life for all. By the majority, through the majority, for the majority. That can be learned. It is high time.
Bread, peace, dignity – now! International solidarity: an end to austerity.
